Special Assessment Communication Plan

The board has voted to approve a $1,200 per-unit special assessment payable over 6 months to cover an emergency boiler replacement. This is the second special assessment in 3 years. Homeowner trust is low after the previous special assessment was mishandled in communications. How do we communicate this in a way that rebuilds trust, preempts the most common objections, and minimizes escalation to board meetings?
